Abstract: Development of a tropical cyclone in barotropic environmental flows is investigated with a shallow water model. It is found that the tropical cyclone develops only when it is embedded in an environmental now with a southward relative vorticity gradient. The related physical mechanism is explained by analyzing the kinetic energy conversion between the environmental flow and tropical cyclone circulation.
